Video Quality poor

My brother is running a plex server at his house and we are streaming at ours over an Apple TV. The video quality is very poor and I have tried everything that I can think of to adjust the settings on my end. Internet streaming settings on the Apple TV are set to 1080P but the actual resolution is much less. Any help would be appreciated.
