What are the Windows 10 Firewall settings to allow devices to reach PMS on Internal Lan?

Have been successfully using PMS on my Windows 10 Laptop for over a year and use a ROKU Streaming Stick in the back of my Telly to view my local media with no problems whatsoever until running a PMS update last week.
The ROKU lost it’s connection to the PMS for some reason and no amount of fiddling with settings in PMS or ROKU would get it back…
After much fruitless searching on Plex forums for a relevant solution I deduced it might be something to do with Windows Firewall blocking the PMS IP addres & port. A quick check by turning the Firewall off confirmed that was the case.
Looking at the Inbound Rules entries for Plex everything seems OK, with All Ports allowed etc in each entry.
However I created a New Inbound Rule entry - called it PlexPorts and specified allowing internal access to port 3240. This works, allowing ROKU to once again find the PMS Server on the home Lan.
My question is did the update to PMS re-set those Firewall entries or has it changed the default Lan IP address or what?
Note that when I open up PMS directly on my laptop the url is the local host IP address of http://127.0.0.1:32400/web/index.html but if I try instead to use the laptops internal Lan IP address of 192.168.1.65:32400/web/ it fails to open up PMS.
Any suggestions, thoughts on all this would be welcome as I really do not want to have to reinstall Plex and risk loosing all my carefully constructed media data etc.
By the way, I do not use or have remote access set up at all.

Verify your network type is set to private. Sometimes, for whatever reason, it gets switched to public, which will shut down most external access.

Network type was set to private so that was not the issue. The issue seems to be that PMS updates change the application ‘ID’ so existing W10 Firewall settings don’t recognise it anymore. Today unfortunately I installed another PMS update and this time W10 Firewall asked if I wanted to allow Plex Media Server - I clicked Yes, of course. Now the issue is I had to re-install all channels as none worked after the update and after re-installing some of them clicking on the Check for Updates in the Channels gives a ‘There was a problem checking for updates’ error message. So maybe the Firewall again blocking outbound or inbound PMS but who knows.

I noticed that my firewall and antivirus was blocking my Plex server for external devices such as my TV. All devices are on my home network, and worked fine in the past. This mess was all because I installed a newer version of windows on my PC. After hours of troubleshooting if finally fixed the problem by setting my network to private, and allowing access to my trusted devices on my homegroup. Long story short - to test this, simply disable your firewall and antivirus for a few minues…if plex works this might help you…
