I was helping a user @wildwildwes262 for this trouble in remote access and I stumbled across something that I never seen before. I am looking for suggestions on how to solve.
OS Windows 10
Plex 0.9.15.1 (tried also 0.9.14.6)
The port redirection is correct in the router.
Port 32400 for PMS selected manually
PMS added to the list of exceptions through the windows firewall
Network private
added rule for port 32400 for inbound (all, etc)
If the firewall of windows 10 is on, PMS does not work with remote access.
If I stop the windows firewall, it works.
I also tried with UPnP via the router and had the same behaviour.
I have what may be a similar issue. I have a Windows 10 system running on a proxy. When I turn off the firewall I can log on when I turn it on I can not. All processes with Plex in the name are specifically allowed through the firewall. So something not named Plex is blocking the connection. I am running an identical system (Windows 10) but not on the Proxy. It works fine.
Can you provide screenshots of your various firewall rules? Also, have you checked your router to see if it has any of it’s own firewall rules that you need to apply.
Having the same problem. Something else in Windows firewall is blocking Plex Remote Access. If I turn off the firewall, it suddenly starts working. I have checked ports/settings, double & triple checked firewall. I can see nothing else that could be blocking it so it has to be something in Windows firewall.

Often it is just a thing of classifying the network connection as 'private, instead of ‘public’.
Windows is closing all ports if a connection is ‘public’.
Sometimes the status of a connection is reset when a new Windows milestone is installed.
I’ve had significant issues, eventually successfully diagnosed as Windows 10 firewall issues. Every time Windows updates, PLEX is not available remotely. If I enter Windows Firewall settings, remove all checks on firewall rules and re-enable, PLEX again becomes available remotely. Even when Windows Firewall indicates accessibility by check marks, this is obviously not the case? Frustrating, but possibly of some help to others experiencing issues?
