in the second screenshot where it lists the port forwards, if you click on one does it show you more details. like the one for 32400. usually in routers the port forward rule will list both the internal/private and the external/public ports. It is odd yours does not. Do you know the brand/model number of the router?
if it really does not give you options to select separate internal and external in the rule then I think you would just have to enter 32400 in the manually specify field as it is expecting the to be the same. It would explain why enabling the manually specify port field with 19221 in it caused everything to stop being able to connect at all
but if things are indeed working fine now with UPnP then I would leave things alone and not jinx it.

going into it, heres the options it gives me 
only to change from tcp to udp or both
after further looking, i did have something mixed up, i had port 1900 on my pc not my plex server.
thats been changed.
The following additional ports are also used within the local network for different services:
UDP: 1900 (access to the Plex DLNA Server)
UDP: 5353 (older Bonjour/Avahi network discovery)
TCP: 8324 (controlling Plex for Roku via Plex Companion)
UDP: 32410, 32412, 32413, 32414 (current GDM network discovery)
TCP: 32469 (access to the Plex DLNA Server)
have all also been added to my plex server now as well will test and get back to you
and now after doing these ports, i can see my network status in plex and im still fully accessible.
Okay, I definitely recommend the fix ive done above. I have it all working so smoothly. and its not slow at all.
