Win 10 Plex server won't start

Plex Media Server v1.29.1.6316-f4cdfea9c - Microsoft PC x64-x64 - build: windows-x86_64 windows
Windows version: 10.0 (Build 19045)

Was working fine, then system was rebooted and now Plex server will not start.
I have tried several times to restart the server with no luck, No Idea where to go from here.

I do not see anyway to attach the logs so here is the text from them:

  1. always install Plex server to drive C:
    (there is a difference between the installation location and the location of the plex data folder)
  2. Have you tried a more up-to-date software version?
  3. the error message suggests that port 32400 is already in use by a different app.
    This can be a second instance of Plex itself (but running under a different Windows user account), or other software like Torrent clients or FTP servers etc.

rebooted into safe mode, then rebooted normal ad it’s working now. Don’t know what the issue was as nothing else should have been running in the background. Ran the updater and it is now current.
