Cannot claim server

I am trying to replace my Plex Server running on Windows 10 with a new computer running Windows 11. I installed Plex Server on the Windows 11 computer, but could not “Claim Server”. I went back to my old computer running Windows 10 and not it also cannot “Claim Server”. How do I “release” my old Windows 10 computer so I can “Claim Server” on the Windows 11 computer.
