Streaming with the 9.15 beta builds results in video shuttering so bad it is basically unwatchable. This is happening on both of my Chromecast with Google TV 4K devices.
No issues at all with casting said video, or watching the content on a web browser or the Plex app. No issues with watching on my PIxel 6 either.
The Plex dashboard is showing audio and video is direct play.
Problem continues to exist in the 9.15 and 9.16 releases.
Do you have the issue if you disable refresh rate switching and resolution switching in the Plex settings, or when you disable Framerate Matching on the OS settings?
Refresh rate switching and resolution switching were disabled. However, in playing around I’ve discovered this issue only affects OTA 720p recordings. 1080i recordings seem to play just fine. If I turn on refresh rate switching and resolution switching the 720p recordings either don’t play, or give an error message when I attempt to play them.
Send Files to TV app (install on both phone and TV)
Enable developer options on the Chromecast - Get to the build number under the about option and click it 7 times.
Install a file explorer (FX Explorer is an option) if needed
Make sure to uninstall the Plex App
Send the file from the phone to TV via the Send Files to TV app
Open the file in either the Send Files to TV app or FX Explorer app
It will ask to allow install from unknown sources and toggle the apps to allow from ( Send Files to TV or FX Explorer)
The app will then install
I have the same issue. Stuttering image both on live dvr and recordings. I think i have it narrowed down to a problem with the channels where there’s two audio streams. The other’s working fine. Same issue on multiple google tv 4k
I have tried everything, including deleting codecs etc.
Plz fix this
I am also having this issue with my Chromecast with Google TV. All the videos impacted are 720p. Chromecasting from my iPhone seems to work. However, this has it’s own bugs.

For information I had issue with 720p and 1080p, but not 1080i (and I think 720p too, but I cannot test it) The number of audio stream was not relevant for me, I had issue with video with only one audio streams and with more than one. I think that there is an issue with the progressive mode…
