Uninstalling with the Erase All Data option is the way to completely start over.
A suggestion: Let’s try to find out what is going wrong before just uninstalling/re-installing. There could be several reasons Plex is not discovering your new media and re-installing will not necessarily resolve the problem.
First, check file permissions. Plex Media Server needs at least read-only access to the locations where your media is located.
Note that with DSM 7 the username changed from Plex to PlexMediaServer. Also, PlexMediaServer is a System Internal User, not a regular user, so you will not see it listed in Control Panel → User & Group.
Set the file permissions even if they initially show OK. Synology sometimes loses the information (rare, but can happen).

If that does not work:

Make sure Plex Media Server is configured for DEBUG, not verbose, level logging.
Settings → Server_Name → General

In Synology Package Center, stop Plex Media Server.

Wait one minute.

In Synology Package Center, start Plex Media Server.

Wait two minutes. This lets the logs capture the startup sequence.

Pull logs: Settings → Troubleshooting, and upload the entire ZIP file to the thread.
