Server Version#: 1.19.1.2645 (Freenas 11.3-U2)

I have a Plex-Pass lifetime sub, and the Server is logged into that account. I have both used Sync before and had (recently) some of my shared users try and use it with some success, but at least the option to sync has been there for them recently, I know that much.
My sister used to live with me and recently moved out but comes over regularly. she’s been streaming stuff still via Chrome on her iMac, but I recently thought, “why not just bring it over next time and sync/download a bunch of stuff over LAN”.
So she did and I installed the Plex App from plex.tv onto it. I then logged into it and went into her Home user and went to Sync/Download a couple of seasons of stuff. Lo and Behold there’s no download option. Now I have searched extensively about this issue, and found posts from 5 years ago until now, but none have really solved anything, but I’ve finally narrowed the issue down a bit so this is also a kind of bug report.
After no download icon on the iMac (running High Sierra) on my sister’s Home user, I went to my macbook Pro(Catalina) and repeated the steps, opening Plex app and immeditely choosing her user from Home screen. Again, no download option (wtf?). I switched back to the admin account, and no download/sync option?? I went into all the server users & Sharing stuff and double checked Sync was enabled for all my home users. It was, but still, no icon in the PLEX APP for the admin user. I was stumped and searching online to no avail.
I went to my Win 10 64 Ent machine with Plex app installed and currently open. Sure enough, download icon is right in front of me (unde the Admin user). This is all on the same LAN.
I switched the Home user to my sister’s account, and download icon vanishes… quickly i switch back to admin account and it’s GONE TOO!
No matter how I restart the server and the Plex App on desktop, i can’t get the download icon to return for admin user or another Home user (and unfotunately can’t right at this moment check for a shared user).
So to sum it up, it appears that Home users that aren’t admin somehow don’t have download options right now, and that that seems to lock a client into no having download options for any Home user, including the admin.
On my Win10 machine I deleted C:\Users$USER\AppData\Local\Plex, restarted server, and re-opened the Plex App, re-athenticated and went straight into the Admin user (it didn’t even offer a choice), and still no download icon.
So I’m at a bit of a loss right now, as I seem to have lost the ability to download/sync entirely, even as the admin user.
Some other notes. Server and app are set to en-GB locales.
I guess I’m mosly looking for someone to try and replicate this, or tell me some options. I don’t think logs will help as I’m not failing anything, and I’ve had a look at the server logs and searched in them all for keywords such as sync and download and seen nothing obvious…
