Help with Plex Server keeps being inaccessible

I keep having an issue with my plex server. Each time I set it up it becomes inaccessible from anywhere else , even from TVs and PCs in the same LAN.

When I go into the server PC and right click the Plex tray icon and chose "Open Plex… " I get 401 Unauthorized error .

Deleting the server and creating a new one fixes the issues and then after some time it will happen again. Sometimes … if I restart my PC 5 to 15 times, it will fix itself and work for that time and then break again …
It’s driving me crazy and I have stopped using plex because of this , can anyone explain why this happens ?

I would start with what does http://127.0.0.1:32400/web show? Can you access that same window using an incognito tab?

Have you looked at https://support.plex.tv/articles/204281528-why-am-i-locked-out-of-server-settings-and-how-do-i-get-in/ or You need to reclaim your server, but don't dare to touch the Windows Registry ?
