You are using a preview version of the Plex Media Server that’s mainly focusing on testing a new agent for movie metadata (pre-release version).
That new agent does not yet support downloading metadata in different languages (still in development)

The current releases for Plex Media Server are

Or revert to one of the official releases (unless you want to test that version on your “productive” server). There’s no ETA as for when 1.19.5 will be released1
