But channels 11.1, 11.2, 22.1, 22.2, 22.3, 22.4, 54.1, 54.2, 54.3 and 54.5 are unique to Baltimore and I pick them up. Can those channels be added to the Philadelphia lineup?

I have now requested that these Baltimore channels get added to the Philadelphia OTA lineup
