I recently upgraded to a Fire Stick 4K and installed the Plex App;. everything was working fine fore a couple of weeks and we were watching recorded local news when the picture suddenly changed in that there were like 3 vertical strips cut out ans swapped around. This has not happened on other recordings and it is continuous now. When we record from that channel it plays back like that but when I play it back from another machine like my laptop it is fine. What gives

You mean update the player on the fire stick or on the server/dvr. my server/dvr is on a link box. I have what I believe is the latest version of MXPlayer. I have never had MPV or BSPlayer of VLC on by previous Fire TV.
Ok I just opened PLEX and watched various channels live and some have the bars as described and some don’t. I am using HOMERUN tv tunner and when I watch these channels live straight from HomeRun they are fine.
It’s problem with the Plex app, that Plex needs to fix. You can vote that plex updates its player, at the link provided above.

Yes, the Plex app is the problem. It uses a very old version of exoplayer and Plex has not updated this player forever. Vote in the thread so they notice and hopefully update it to the latest version or change to something much better.
Well I got it to work by resetting my fire stick to factory and reinstalling everything. What a hassle. I also voted I think. just replied to the request
