Same issue here on iPad Air 2 iOS 13.5.1 / PMS 1.19.4.2902
This Sync/Downloads feature is the worst designed offline process I have ever seen - it doesn’t have to be so complicated does it. Even my 2yo has ran out of patience to watch fav TV Show offline. Not only is the “on this device is Unavailable” issue but the way it doesn’t show downloads, the progress doesn’t show until you close the app completely and re-open it. OH Plex! Can’t it just have a progress circle on each TV Series/Show like App Store has when apps are downloaded and then it shows as available off-line…

annoyingly the synced library was working fine but I was having this problem with a server library. reinstalling plex media server fixed the server library problem but immediately caused this one!

tried signing out, uninstalling, reinstalling, rebooting phone, nothing works

I seem to be having the similar issue. But this only affects my main account and not my managed users.

I am able to see my tv show library on managed users, but on my main account I can’t see the tv show library.

This only affects my tv show library and not my movies library.

So with 7.2 yes library shows but playlists are still nowhere to be seen when offline. So still useless for me without my playlist while offline.
