Plex + HDHomeRun - Can't record one specific channel but I can tune to it no problem and also watch this channel on other tuners too

Can not record any program from ION, Channel 33.1 in Seattle. Transcoder Error

I’ve been using the DVR feature for over a year, and have recorded hundreds of shows. Lately I decided I wanted to record NCIS: Los Angeles off of ION. (Channel 33 in Seattle.) All recordings fail, usually with a Transcoder Failure. The channel has good signal strength as indicated by the HDHomeRun Extend’s status screen. As a test I downloaded the Channels DVR. Another quirk with HDHR tuners - there IS such a thing as “Too Strong”.
If the signal for this station is a solid 100% - that could be a possibility.
