Looks like this problem has been going on for a LONG time (I found threads from early last year?).
Anyways I’m seeing the same problem, with the specific symptoms of:
Files playing at their original quality skip and stutter. Choosing -any- conversion level fixes them.
This happens on every Server version in the PlexPass channel for the last few months for me. It happens when playing via the Plex web app, or directly via the Windows app. It happens on all media, regardless of source. It is not a media file issue 100%. Source has gigabit connection to the router, players also have gigabit, wifi, or cellular (happens across all).
Kinda crazy how long this bug has been around, but also a bit weird I haven’t been experiencing it as long as some?
Just going to go ahead and add my name to this ridiculous pile of complaints that has yet to receive any dev acknowledgement. Happening consistently when streaming from Plex Web in Chrome on Windows 10.
Server is running on Linux Ubuntu 18.04
Plex Server Version: 1.19.1.2645
I am also noticing this as well… (its the web player, tried in Chrome and Firefox on windows and OSX)… the “native” plex apps seem fine.
And it seems only be associated with trans-coding H265 encoded files (smaller ones skip MORE). Direct play seems unaffected. Have not found a correlation to MKV vs. MP4 but the container should not matter… (files play natively in VLC perfectly)
I cannot believe this is still a thing. I’m watching from my Win10 computer that is the PLEX host, to my Chrome browser. Literally just playing from another drive. All on the latest releases, and I’m getting skips.
If I close the player, and reload it in the browser, it will play that same section of the movie fine, but then start skipping again.
For those of you who are encountering this issue. Does this issue occur consistently? Only occurs with certain video files?
If so, can you provide some details about what video content this occurs with (e.g. bitrate, video/audio codecs, containers, resolution, subtitles, etc.) Also the server version that you’re encountering the issue with would help as well.

For me, it is my 1080p blurays that I have remuxed. An example is Edge of Tomorrow:
MKV
*Codec H264
*Bitrate 29369 kbps
*1920x1080
Wired Ethernet throughout.
Playing Original Quality on Chrome -> direct stream. Audio is DTS-HD, transcoding to AAC.
This does not happen to dvd bitrate remuxes. Only appears to happen with 1920x1080 with DTS-DH or TrueHD audio. Happens with every high bitrate BluRay.
I’ve had that problem for a while that I can repeatedly reproduce when I access the Plex webapp through the network on my Plex server (Unraid running Plex in Docker), but if I use either the desktop app or access the web app locally on the desktop itself through the Internet, it doesn’t occur.
Happens right from the start. What I am noticing (and I’m pretty sure everyone ITT sees this as well):
I hit play, make sure we are on original quality (and verify direct play), the only audio track is the DTS-HD, and within the first 15 seconds you can see the skip. It plays 5 or so seconds, skips a second, plays a little longer, skips a second and repeat.
Not just this film - any large bluray remux repeats this error.
