If I disable and then enable remote access it will show that remote access is working for a few minutes, and then will switch to not available outside your network, and if I tick manually specify public port (32400) that will work for a short period before switching to not available, clicking retry will also temporarily show remote access as working.
That’s due to Plex displaying a „green“ remote access status indicator while it’s attempting to verify if remote access is working. Based on your description, your remote access setup isn’t working, period.
