Server settings unavailable

Recently, I have run into an issue where my server will take about 3 minutes to start Plex and will result in showing “Server settings unavailable”.

Leading up to this, an unclean shutdown occurred and corrupted the library database. I have rolled this back (From a Plex automatic database backup from 3 days ago) but now I am encountering this issue. I did find that running Plex media server as administrator resolves the “Server settings unavailable” but I never had to do this before. Since my server autostarts Plex on login (and has auto login configured), I would like to get this working again.

P.S. I have checked file and folder permissions for the database and appdata directory using SysInternals AccessEnum, everything checks out and none of the ACLs seem to be corrupt for the database. Is there another directory I should be checking?

P.P.S. I have always had plex local application data redirected to E:\PlexAppData. Maybe there is a location that is not being redirected that I should be checking?

P.P.P.S. While writing this post, I put an explicit permissions on the E drive for my user profile with full control rights. This has resolved my issue. This would mean that something with the ACLs might have gotten messed up or the windows PC was not authenticating the user correctly. Consider my issue resolved but I wanted to post this message just in case anyone else came across this issue.
