It could be I’m too lazy to search or see it but posting in case it helps someone else.
I have 2 servers, one on a NUC and one on my DS1920+. I had made some home network changes and figured I had a stale arp entry or something like that. It turned out that docker had somehow crossed some “wires”. As soon as I uninstalled docker, my issue resolved. I had not setup any containers or OS’ within docker so it was no big deal. The symptom was when I clicked on “claim server” it would spin for a minute than the button would be clickable once again. Occasionally it would claim that there were problems “logging in” so I had even tried changing my plex password a couple times in case something was wedged in a saved login
