I’ve been reinstalling my DVR in an effort to stop Plex from re-transcoding the stream from my HD Homerun Extend. Everything went fine a couple of weeks ago but I’ve updated the server since and now when installing the DVR it gets stuck with a “Unable to fetch guide settings error”.
I’ve read previous threads where there was a known issue with this - has it crept back in with the latest server update?
I too am having the same issue today. I’m trying to install a TV tuner and setup Plex, but unable to progress past the postal code screen where I receive the error:

Several times I won’t even get that, but instead will see a momentary progress circle popup next to the postal code, then disappear and nothing else happens.
I’ve tried restarting PMS and adjusting my router settings. Both did not help.

I had my HDHomerun Connect Quatro card in here all setup but realized recently that it isnt working. Deleted DVR and getting the same thing upon creating. Scans for channels fine (or if it is just reading the hdhomerun) but either way, cant continue past this.
Want to get it working as im contemplating dropping DirecTV Now as their prices went up and i can go back to xfinity way cheaper and get my hdhomerun prime up and running as well…

Let me throw my hat into the ring on this as well. I just purchased a Clearstream TV and cannot get past the prompt for postal code (“Unable to fetch Guide settings”). Extremely frustrating!
I’m running 1.15.3.876 on a Synology NAS.
At least I know that the Clearstream is working as the guide loads right up and I can watch OTA content on my phone using the Clearstream app.
@baileyb622 - dont that suck? so i was paying $22/m with tax for DTV Now… as i get a $15 credit for being an AT&T Unlimited customer…
65+ channels package called Live A Little used to be the smallest package and they went up from there. they obsoleted all packages out so they could price hike them all. my package is back under a new name but for $93/m !!! WTH!!!
as long as i dont change ANYTHING, i can keep it but still it is going up $10/m so I will be paying ~$38/m plus my $70 internet fee… so almost $110/m!!! i can get on an xfinity package for 2y for $59.99/m!!! so i maybe dropping DTV Now… and going back to cable tv… it sucks…
i did have an awesome setup with cable… hdhomerun prime doin dvr and mcebuddy converting/ripping commercials out and putting on plex… so maybe going back to that… who knows…
Perhaps there is an outage. I had an unsupported tuner that wouldn’t find channels. Now I just hooked up an HDHomerun Duo, found channels this time, but can’t download the guide! So still stuck with no Plex DVR!! Frustrating
I’m having the same problem. I haven’t used live TV in quite a while. tried it a few days ago but it was erroring out while trying to open any channels. the Guide info was there and seemed to be working fine but I figured I’d try deleting the DVR source and re-adding it again. Apparently that was a mistake because now I can’t get past the setup screen where entering my ZIP code results in “Unable to fetch Guide settings”. I find it odd that today of all days that you guys are posting about it is the day I happened to try it again after months of not using it.
I forgot to mentioned my setup - Windows 10 - 1809 build. I was behind one version of Plex, just installed it and issue remains. Windows was prompting me to reboot after windows updates, rebooted and problem remains. Tuner is an internal Hauppage WinTV-HVR-22XX which is on the confirmed compatible list.
