You need to unclaim/reclaim the server:

  1. Stop Plex Media Server.
  2. Go to Authorized Devices: https://app.plex.tv/desktop/#!/settings/devices/pms
  3. If your server is listed, delete it.
  4. Then follow this document to reclaim your server: You need to reclaim your server, but don’t dare to touch the Windows Registry

You should then be able to run Plex Media Server and claim it via http://127.0.0.1:32400/web.
