Looks like you only installed the Plex app you might need to install the plex server as well and make sure it’s running then open the app. I’m not an expert though just an observation
Figured it out. It was an add-on in Chrome that messed it up

I had the same problem. Turns out I used the wrong email to log in. My account icon was visible but not my media. When I logged in with the correct email and password, my media was accessible.
To anyone having this issue, I believe I have the solution. Follow below steps:
- Exit plex server
- Open regedit
- Go to the following location: HKEY_CURRENT_USER > SOFTWARE > Plex, Inc > Plex Media Server
- Delete the below profiles:
PlexOnlineHome (you may not have this)
Friendly Name
PlexOnlineMail
PlexOnlineToken
PlexOnlineUsername
This resolved it for me! The problem was I setup the plex server on a different email address. I signed in with a different email address so the mapping was off.

I had the player set up under a different email/login and installed my server down the line. The server settings would not launch, because the registry was still filled with the old account details.

I tried this step by step by step and it did not work. But the second time I tried it worked for me by deleting the whole >Plex,Inc> folder.
As soon as I did this I re installed the server and logged back in the Plex website in the computer and it automatically let me add my media.
Definitely another solution if you cannot get it to work. This way you leave no trace of the old account for plex on the system. Glad it is working now!

Linux server admin guy here, I deal with server installs of world wide platforms used across the world, big search, so I have like 22 years of experience under the belt here, and yet I find myself here as well with this exact problem. I have a VM running Ubuntu 20 server, fresh install, with fresh install of 1.22.3 Plex server for 64bit Ubuntu/Deb Linux. I could not figure out how to get it to work, but I was using the host name of my guest, and got the same results as you all. The thing that fixed it for me was to use the IP address, not the host name. I can’t say it would work for anyone else, but nothing else worked for me across all browsers, fresh sessions, private windows, etc. So its worth a try, restart plex server, and then with a fresh browser session (firefox private browsing tab to be specific for my exact breakthrough moment), then http://192.168.4.22:32400/web/ (use your own IP address, obviously) and that got me in, added all my media directories, and I am off running. Maybe the IP address triggers something for the initial setup ¯_(ツ)_/¯ .

Found this thread and it appears to be the same issue I am now having.
Backstory:
Had PMS running on a WD MyCloudPR4100, moved data to new rig running Server 2016. Created new Plex server on the Admin account (forgetting that I wouldn’t be using this account or logged into it). Proceeded to uninstall the server from my dashboard and uninstalled PMS from the Admin account. Switched over to user account and installed PMS. Was not greeted with an option to create a server or add libraries.
NOW:
Tried the regedit fix on the user account to no avail. Only removed PlexOnlineMail, PlexOnlineToken, PlexOnlineUsername as that’s all that was there. I’ve signed out of everything uninstalled, reinstalled, rebooted multiple times. cannot get anything to load when I go to http://127.0.0.1:32400/web or localhost:32400/web nothing loads. Tried in Chrome (also incognito) and IE. I went through and removed all authorized devices except for the current instance I am running (actually removed it by accident but signed in again).
Does the regedit fix also remove anything that may have been put into place on my Admin account? I am nervous to make any more changes to regedit as I’ve already noticed that the sign out/restart options are now gone when I click on the power icon in the Start Menu - that’s on me to fix, not sure why it would be related to this but it did only show up after I made the regedit.
Server is connected to a 16-port unmanaged Netgear switch, then to an ASUS RT-AX86U router which is then fed by my fiber modem. This is the same setup that my old WD NAS was on and it worked great. Setup even worked the first time I tried it (under Admin account) on this new rig but has since been borked.

No. You need to do that while signed in as the Admin. I wouldn’t expect those registry entries to be affecting this other user though. Although there could be some bleed through since it is the admin account. Sign back into the Windows Admin and redo a full uninstall Uninstall PMS.
Logged in as Admin, uninstalled the Plex app, deleted entire Plex reg key, deleted anything named plex in the app data folders under all users, logged in as regular user, installed Plex app, signed in…aaaand same thing. No introduction wizard to set things up, no option to add a server. All I have access to is the other library my friend shares with me and my laptop server (that I don’t really ever use anymore). IP and localhost addresses don’t load anything either.
You say “Plex app”. Your screenshot is Plex for Windows. That is not Plex Media Server. Are you sure you re-installed Plex Media Server and that it is running?
I did not notice the other tab for the server download on the downloads page. Installing now. It launched but is just sitting with the spinning orange circle.
Gave it a refresh and added the libraries!
