everything was working fine, but now for the past few months cant connect to TV Shows folder only, permissions are the same, movies and music works fine
Are there any errors in the logs?
Can you create a new library and point it to the same files and see if that works?

Synology 7, trying to view on browser and tried apple tv
main server is Synology 7
DId you update to DSM7 around the time it broke?
no, it was working fine on DSM 7, some time after it stopped
what log files would show errors?
Set the permissions again, even if DSM shows they are OK.

Be sure to check the “Apply to this folder, subfolder and files” box.

Looking at the logs (I am no where near an expert) but it looks like you have two issues, the plex database is corrupt, and your file naming doesnt follow the plex standards
ERROR - SQLITE3:0x80000001, 267, statement aborts at 175: [update metadata_items set updated_at=null,guid=?,hash=? where id=?] database disk image is malformed
how do I resolve it?
as i’m trying to rescan the folder, it pops up and shows error again
Correct, we need to fix the underlying database issue first. I am not a DSM expert, so I will defer to the forums and someone else should be able to provide details on how to either fix, or start over with your database.

Your naming and organization is nowhere near Plex requirements. I’m surprised anything appears in any library.
Plex cannot read BD backups. Do not put them in your libraries. Rip the movie with MakeMKV and put the single movie file in your library.
Here is one example. There are at least 24 in your libraries.
This will cause problems with Plex.
