I had the same issue with picking region, toggling all of the dropdowns and then only putting in a partial post code let me progress and I am back up and running.
I didn’t roll back to get it to work, I restarted plex went straight into settings deleted the DVR, added a new one and after eventually getting past greyed out boxes during setup it appears to be working again and has recorded something from my previous recurring recordings.
(That said I took advantage of the “downtime” and install NPVR on my windows machine and may just stick with that for recordings going forward!)
I have the same issue with 1.16.3.1402 on a Hauppauge WinTV-dualHD installed on Windows 10. It worked fine on PlexMediaServer-1.16.0.1226-7eb2c8f6f-x86 but stopped working on each subsequent update.
“Unable to load DVR” and presents the DVRSetup screen and appears to hang.
I’ve been having the same problem. I have a HDHomeRun prime and can’t access it from a Plex server in Windows 10 or another on Windows 7. I’ve tried entering the local IP address of my tuner manually and hitting the Connect button but nothing happens. The HDHomeRun software can access the tuner fine but Plex has been broken for a week or two.
Just hoping Plex figures out what they broke and fix it in an update.
I don’t have a homerun I have a USB Hauppage TV Tuner. I solved it though by completely uninstalling Plex and looking for plex related files on the box and registry entries. Re-installation has picked up the USB tuner again. Fortunately I only use this box to record TV and have not lost any recordings.
Select DVR setup to add your XMLTV file link. Note: You will need to enter a country to continue to this option to add the link but since Australia is not listed just select any country to enable the Continue button.
Enter the ICETV XMLTV file link. Note: there is an alternative free version of an XMLTV file from www.freepg.tv
Sorry @dlandm007_gmail_com but this is by definition a workaround ie. downgrading to the earlier version 1.16.0.1226. Thanks for confirming the process, but we are all looking for a fix.
I understand that it is a workaround but until Plex fixes the problem than it is better than not having Live TV at all. I will not be upgrading Plex until then. Also I wanted to highlight the free freepg.tv XMLTV file link as an alternative to ICETV XMLTV file link costing $2.99 per month. Both XMLTV files for Sydney has 25 channels.
I am in the US, followed all the instructions, updated server, rebooted, updated program guide, just realized my guide runs out tomorrow, and any attempt to update guide same error DVR not found. Strange is DVR IS THERE, have been using it since July 1st and recording stuff.

I had the exact same issues (see my previous post), it took my awhile to figure out how to get my tuners back. Basically what has happened is when Plex removed the inbuilt EPG it stuffed our DVR settings giving the “Unable to load DVRs” msg. The reason you can’t add your tuners back is because they are actually already added, you just can’t load them. If you plugged in a brand new tuner right now, I am sure you would be able to add it.
So the key is to remove your previous tuners… but how can you do that when the DVR settings don’t load you ask… The key is to close Plex Media Server (PMS) wait 60sec then start PMS again. Once you start PMS quickly go to your DVR settings, you have a short time while the tuners will actually load (I assume this is before our missing EPG craps it out).
Here is where I was able to hit the X button on one of my tuners and successfully remove it. I was then able to search and add the tuner I successfully removed, but not my other tuner… My DVR settings were still completely stuffed even trying to add this tuner and XMLTV guide. I still needed to remove my other tuner, but there was no X for this tuner as it was the last one. So the last trick was to click ‘Delete DVR’ (top right) quickly after PMS loads fresh otherwise this setting doesn’t show. This completely removed all my tuners/DVR settings and I was fine from here. I assume removing the tuner first wasn’t necessary, deleting the whole DVR setup was the key.
Yes Plex should still fix this issue, but try this work around. Took me a few goes as sometimes it still craps out before you get a chance to remove them. Be quick!
