I am also having this issue. As I update through the server interface, I don’t have back levels. Any idea where I can download 1.13.25102?
it doesend matter if the remote acces is red mine is many times red but since i configured the routers port in my router even when remote acces is red they stil can go on it and it wil be green again then i tested this many times with a friend on my plex server as soon it was red i called my friend on phone and say try to go on plex. he said im stil able to go on plex and watch and when he watched the remote acces button became green again. so don’t worry if it’s red. 
What exactly is your problem?
To downgrade blindly without knowing what the issue is not what i would do.

Please get diagnostics for the problem you have.
Occasionally on windows the local network connection loses its Private Connection attribute and becomes Unidentified Network or Public Network and that would impact remote access - something to check when you have problems

There is an acknowledged known timing issue that may lead to the Remote Access setting indicator to be wrong. Refreshing the browser screen with F5 often corrects the status
I was having this delay issue with remote access and tried a Chrome extension called “Cookie keeper” added Domain “plex.tv”, Drop outs and delay have disappeared now.

I think that this is my issue. Mine is showing no connection outside of your network, but when I go to my LTE connection on my phone I’m able to stream without an issue. Refreshing the page does not change the indicator or text on the page. I hadn’t changed anything on my network, but it was “disconnecting” randomly and I was trusting the plex app and icon to be correct.
The icon changed to green (and fully connected) when my device outside the network attempted to access. I didn’t click the retry button and the refresh didn’t change either.

Had latest update on my mac but started losing remote access so re-downloaded Version 1.13.8.5395 and installed and still losing remote access about every 30 minutes to an hour. This started about 2 days ago. Have to constantly re-apply Manually Specify Public Port to get access again. Is there a fix for this?
Yeah something is really messed up.
This is an issue for me as well, I have my isp router in bridge mode, I have my ports forwarded correctly, and it was working fine until recently.
Fresh install means wipe the reg and then Plex media from c drive delete the server in devices on the Plex account unistal Plex and install version 1.9.1
I found that if I type in the Public IP address with the port I can connect remotely but I can not through Plex.tv
My Plex server does also lose remote access all the time with a red sign, but i can still access from the internet and local - my users do also have full access and can still stream at full quality directly (+4mbps)
My server are port forwarded with port 32400, So i suspect this just is a UI Bug in their system.
Tested with various vpn connections and cellphones remotely - away from the local network
any update? i am on Version 1.13.8.5395 and my remote access isnt stable it keep losing connection all on it own
Upgraded to Version 1.13.9.5439 for my mac Plex Media Server late last night, early morning and remote access just started getting more stable now. Using port forwarding on the server and still connected for about 1 hour 30 minutes now. So far so good, will post again if connection drops. Thanks for looking into the problem Plex people.

It was a private message that got buried and not flagged as new anymore after I initially looked at - bumping forum post would be the way to escalate if logs have been privided
I spent some time looking at the server logs and resources.xml you sent me before - I can see some connectivity tests failing to get scheduled. We have since found some issues with part of the infrastructure that handles connectivity tests and a problem was fixed yesterday
All I can suggest if the problems persist is to provide fresh diagnostics - logs from the server and android app (see settings for app and select option to email device logs to your self) and also resources.xml and registry export both captured at time of the issue being there. These two to be sent privately by private message but logs zips should be uploaded in post here
For the server logs - if we still have an issue with connectivity tests, the best way to get the diagnostics is to have plex web displaying the remote access settings page for few minutes and then capture the logs.
