What I see in the logs is the following:
CERT: incomplete TLS handshake from [::ffff:192.168.1.20]:55626: sslv3 alert certificate unknown (SSL routines)

Thank you for your efforts. The remote access problem I was having has been resolved after the restart.
I am suddenly not able to access my servers outside of my network with the “Not available outside your network”. No changes have taken place. I have restarted and still have the issue. @OttoKerner do you have any insight?
Update: the settings on app.plex.tv on my local network now say “Fully accessible outside your network”, yet any attempt at connecting from out of the network shows “Server is offline”

I, too, have an issue with remote access. internal works fine. No changes have been made to my server.

I figured out my issue, it was DNS.
Apparently using the DNS4EU in my PiHole blocked any local plex web app from accessing my server. Changing it to Google and Cloudflare DNS fixed it.

Maybe take a look at Important note about Chrome and Firefox Local Network Access
and do also compare the hosted web app with the local web app.
Ensure that you are not on an old server version between 1.41.7.x to 1.42.0.x
If there are still issues, please open your own forum thread.
I am having this same issue and have already restarted my server multiple times but it did not help. Are you manually revoking bad certs?
Restarting is not much use without someone revoking the stuck cert on plex.tv
Which I have done now. Please stop and restart the affected server once more.

can you check if I have a stuck certificate problem? I verified server mapping - public port can be accessed, local port works as expected etc. and I’ve been stumped for the past few hours until I saw this thread
