Cannot open PLEX on my DS1019+ after downloading Synology PLEX app

After downloading PLEX from the Package Center. I see the Plex Media Server. (Running).
When I press open after a few minutes I get a message
Hmmm…can’t reach this page. 192.168.1.2 took to long to respond try:
Checking the connection
Checking the proxy and firewall.
Running Windows Network Diagnostics
ERR. connections timed out

I also did a manual download from the PLEX site onto the NAS same results
Plex Media Server IP Address]:32400/web`

Did you already go through the process of resetting permissions?
