Looking at your log you didn’t Plex Dance the files correctly. You might have missed a step or something.
Your scanner log shows that no changes were found so it didn’t bother rechecking.
I did see in your TVDB logs where it tried to match 30 Rock, but it’s reusing the old cached information it had before instead of grabbing new info, so another sign that you did not perform the dance properly.

You didn’t mention the step of rescanning your library. That is a necessary step. At this point, if you have no data, it might be easier to delete the library and start over.

Important to note this does not happen with movies, I just added two movies (check the logs) right before doing the Plex Dance with 30 Rock, to show you that it pulls the data just fine. It seems to be an issue with TMDB / TVDB, not with Plex Movie.
Ok, I see the dance. It found the files and matched it properly, but is failing to get the data.
I’m seeing this error in your PMS logs at the time it is looking to get the metadata.

I don’t know if this is having an impact but the timing is suspicious. I would suggest turning off the iTunes plugin and try dancing the show again. Please provide the logs if it still doesn’t work so I can check for other issues once this iTunes one goes away.

Okay! Turned off the iTunes plugin, and did the same dance again; here are the logs:
Ok. I’m still seeing that message so something else is causing that and not the plugin.
There are messages that PMS is sending bad requests. I’m not sure what would cause that. I’m also seeing some other network related messages.
Just a wild idea, but have you tried restarting PMS and maybe even your router?
Yeah I’ve tried restarting many times - same issue persists
It seems to be adding to some shows randomly - its not complete but it does go through sometimes with some data.
Checking through my logs, I’ve come across hundreds of requests to https://meta.plex.tv that are not gaining a response.
I assume this is Plex’s cache for Metadata and doesn’t appear to be resolving. An example is -
ERROR (networking:196) - Error opening URL 'https://meta.plex.tv/movie/hash/0a/0a63a13e56b774f3dc7053f296e5482c3b665862.xml'
That error is harmless. It just means it wasn’t able to find that movie/show in Plex’s proxy cache. It will then grab a fresh copy of data from the actual source.
Oh that gives me an idea of something else to check. See if this is on. If so, turn it off.

If this is of any help or provides a clue, I noticed that if I click “Refresh Metadata” on the entire library, it will start a scan of that library that last for a long time (maybe 2 hours).
Thereis currently a bug being tracked in the version of CURL embedded within of Plex Server. If a large number of items is matched/refreshed at once, the OS running out of available network ports at 3x the previous rate.
So you rather want to reduce the frequency at which Plex tries to fetch metadata. Which means you should try to check that box. And don’t refresh whole libraries at once.
Side question: is your router a “Fritz Box” per chance?

Update: I switched the library to pull metadata from TMDB instead of TVDB and it seems to be picking up data at a faster pace; still snail speed but there are a few more shows now with full metadata
I switch individual episodes occasionally when they refuse to cooperate, or TMDB has a better line up of Actor Images or Artwork, but putting TMDB is total charge of your TV Show Library - will prove problematic.
